Any relationship management provides specific decision-making and execution. Historical periods, when the system management concentrated around certain people, come to the end, and probably forever. A present-day socio-economic environment imposes requirements for change management system at any levels. Unfortunately, in Ukraine there is a tendency separation of the central government of the Ukrainian people's aspirations. It is pretty seriously recognized by authority. Therefore the problem of government is actively discussed in scientific and political circles.
Numerous publications of national scientists V.Zhuravskoho, V.Pohorilko, B. Glotova, O. Katanova, V. Yacyk., P. Lyubchenka reflect only some aspects of the problem of Ukrainian society.
The goal of article is to evaluate the effectiveness of the Ukrainian system of self-determination and its tendencies.
International Union of Local Authorities (IULA) said that local government is a right and duty of local authorities to regulate and conduct public affairs under personal responsibility and in the interests of the population. This right should be done by individuals and representative bodies, which are freely chosen and periodically re-elected by equal general elections, and their top executives should be elected in the same way, or assign the participation of elected bodies.
Current legislation defines the local government in Ukraine as guaranteed by the state law and the real ability of a territorial community - residents of a village or a voluntary association of the rural community of several villages, towns, cities - alone or under the responsibility of agencies and local government officials to solve local issues in within the Constitution and laws of Ukraine.
The principal difference in these definitions concerns the interests of the population. According to sociological surveys, the vast majority of the population of Ukraine (66.2%) said that the traditional way of life is threatened. In addition, 69.3% of respondents, Ukrainian traditional way without religion is not perceived. Another trend, that began to dominate in the Ukrainian society - is fighting the decision of the Government and local authorities.
Thus, studies indicate rejection nation of the changes proposed by the government. In fact, government living corruption life and "artistic" shows his life and capacity management. Ukrainian people completely lost faith in government, so busy just survival. The desire of the people - a nation with the following rights: protection, responsibility of government to the people, guaranteed social security, etc. Unfortunately, the current government focused on the system without national self-aspect (simple citizen, resident).
Thus, about the complete self-government in modern terms to say impossible. Therefore, government efforts to develop local government population is seen as the next attempt to dissociate from acute national problems and translate them into local communities.
This policy will not for good governance. It is not at an economic base (tax revenues, funding is almost zero), and wages do not allow people to contribute to the appropriate public funds.
In reality, the development of local government can speak only for normal healthy environment that is based on a transparent simple and accessible to every citizen of the legislation, which in turn will prevent the manifestation of corrupt motives.
